Yes! She does. Aside from Tailwind and Teleport, those are the only speed moves I have in term of speed. Well, maybe Phantom Force from Persephone, but this is only a Self-teleport. 

And Fluttermane will not a easy monster to beat it. I would problably trust Tiffany, but that would be extremely dangerous since she is just a youngester and the chance of death would be pretty high.

You trying to use Phantom Force for anything but short-range jaunts is liable to end in disaster, and even in those cases you stand a good chance of messing yourself up (as Oz experienced). Tailwind would GREATLY boost the speed of Seddi and his Mons, so that would definitely help!

Flutter Mane is Contained and Not Escaping; Solena made sure of that. Still want to have measures prepared just in case though...

Just to in case you wondering I did fortreit Draining Kiss to help max out her Insight as you suggested. And the reason why her XP total is 13 is because I counting the bonus XP from the event that happened during the RP. Can you check later to see if everything is right or if I forgot/is wrong about something? When you mentioned the max out Specialties I a little confuse if her skills is also in the same level too to able to to max them out. Just asking.

For Non Pseudos a Mon uses your own PCs Skill Attributes ; though a case could be made for that eventually changing depending on how Oz' and Glinda's Soul Bond develops...
