A normal non-Alola Rattata is 0.3cm in height and 3.5kg in weight, so I believe an oversized one would not be too big and heavy for Shiva to carry to a secure place away from the camp. Plus, she has Azurill's Huge Power to help on this.

@Lord Windos, I'm getting curious about how Ven would react if upon knowing that she cannot stop Ven from killing Rattata with words or trying to drag him away - she won't use a Pokemon move to stop him, Officier Lumin told her to please not use any moves on people! - get the idea to threat him with the knife in her possession...

If she's tries anything like that, Apsis ( who is out of her ball and following Ventus around) will react... poorly to the threat on her 's life. en will prevent her from attacking her, but a Arbok makes for an intimidating bodyuguard .

I would argue who in the beck the League would be able to observe the battle and penalize her? They are in the middle of the woods!
