Valder, each encounter takes up roughly the same amount of time. However, if you grab that debris first, it's unlikely Jeff is gonna run away! So that way, you get two encounters for the price of one, assuming no one else decides to battle Jeff.
In the debris of the river, not far from Fletchling's nest, the mercenary pulls out a strong steel wire net. The steel has been smoothed, and there are little styrofoam weights on it, which allowed it to float. It looks just like the net that was holding bundles of Hoppip together at the festival. Entangled in it is a bunch of broken or tangled fishing gear. You think you could construct an Old Rod out of it if you had even a single point in the Craft skill. The net is still in usable shape.
"Wow. this looks usable!" Valder, using his past experience Valder tries to make it into an Old Rod. (I've updated my CS)

"Careful there, buddy. You'll do yourself more harm than good eating that quickly. Here, have something a little more substantial." Nathan pulls out some of the dry food as well. "It's not as tasty, but it's filling. So, how'd you end up in that situation? Were you left there by someone?"
Questioning a pokemon to find out what happened. Not what Nathan thought he'd be doing today. Well, at least he had Ralts. Emotions could give you a lot of answers, after all.

Aww! It didn't fly away, instead it even seemed to overly appreciate being treated!
Shiva spends a while feeding the Fletchling with cookie crumbs. First treating it, before we try to catch it... Just in case, she was already preparing a Pokeball, but kept it hidden from Fletchling's sight. Minun was observing the situation casually.

Azurill looks sad, ducks down into the hat, then pops up again, sadly.
Fletchling pips cheerfully. Looks old enough to be out on its own. It goes over to Minun to see if Minun has any cookies, too.

Still, he can't held but wonder whether or not expectation have been fulfilled positively or negatively. 'On one hand, my choice have made my very happy Arbok completely willing to fight on my behalf. On the other, perhaps I should have token more time to restrain her more...vindictive traits more. Nothing to do but try to make progress on this problem of mine," the researcher thought, hands clasped together as he looked at Apsis authoritatively.
"Apsis, you have well and truly exceeded any and all expectations I had for you. From your lowly state as an Ekans, we have trained together, hunting Pokémon, devouring our Prey, and taking down even the mightiest of foes. All of the long, strenuous work culminated in your evolution as an mighty Arbok, and I couldn't be more proud than to see you reach your full potential," Ventus said, complementing his snakes progress and hard fought effort. Better to lead with praise than start of with reparmations, when it comes to disciplining a giant carnivorous reptile! Apsis, hearing her master's praise, couldn't help but preen a bit. She really has come a long way, hasn't she? Of course, she would have never got there without her master!
"However," he master said, startling Apsis and causing her to refocus on the researcher, "Just because you have grown to become powerful does not mean you should be ruled by it. Apsis, I have allowed you to hunt wild Pokémon, killing them and feasting on them to fufill your needs, but I explicitly said that you were not allowed to eat another trainer's Pokémon. You have done well to follow my command, but after you evolved into an Arbok, I felt your hunger and desire to consume that Glaceon. You know that is unacceptable, but you still thought of doing it anyway, consequence be damned," Ventus said, glaring at his giant snake. A risky move, to be sure, but he had to make it clear that what see almost did was horrendous, and educate what would happen if she went through with it.
"Listen, Apsis. If you eat another trainer's Pokémon, then I'm liable for the damage you caused. The League could potentially take you away from me because if you let your hunger go wild at the wrong time, and I would never see you again. They could even possibly kill you, if what you did was terrible enough to warrant such action. So please, my sister, promise me that, no matter what you do, do not eat or kill another trainer's Pokémon without my explicit permission! I don't want any harm coming your way, so please obey this command !"
(This is where you take control of Apsis, @ Iron. You're the one that rolls for my snake's disobedience, after all!)

Arbok hisses and avoids your gaze. This is still a tall order for her at the moment. She does like when you talk to her and promise her more power, though, so progress is being made.

"Not much respect for trainers anymore? I don't blame you if you really were abandoned...if you want to talk about it with a pokemon that understands, you can talk to Ralts. He was abandoned when I found him, so he can empathize with such a situation. I'll just go and sit over there for now. You can come and join me in a bit if you wish, okay?"
Nathan goes and sits under a nearby tree while Ralts stays by Azurill. Maybe Azurill just wants more pokemon company than human right now...

Ralts tries to get Azurill to play, to no avail. Ralts puts the top hat on its lap and hums a tuneless song to the tiny mouse.
