Windos, don't count on me TOO MUCH on helping you out with money this time. I don't have that much anyway, and what I have I wish to save if for a Breeder's Lisence. But... since we were involved in this as well... Some amount will go to you for the sake of paying the penalization, if you ask Shiva directly about it.

As for the questioning...just give a similar story that Ventus told, and don't mention anything he said post battle at all. Own up to the paralyze charge as reacting to the man sacking his Pinsir on Apsis, and just say that you only helped subdue the bug, not Lethally harmed it in anyway. That's all, really. Ventus did most of the work crafting the group's narrative about the fight, so just stick to his version of events and things should be fine...shorta. In a way, everything he said is right, is you take the events out of context and look at it generously!

Everything can be made to fit, if you are clever enough to bend the detail the direction you want to go. Ventus didn't start the fight, Apsis only wanted to retrieve the man from the lake, not harm or fight him, and he only gave Lethal Damage orders after it become apparent that the M-Pinir was a major threat despite so many people dog pilling on it. You have to admit, Ven did answer Luman's question truthfully... just not with the same levels of honesty.

If anything else, I'll just pay the fine, take not of the mark against me, and just continue on the journey. That, and blast that pesky wizard if I get the chance to do so discretly.

'Discretly' is the point. She might decide to keep an eye on Ventus. Something like this shall not occur again, no threats of lethal force unless there are reasons to justify it. Given he practically sees her as his closest companion, aside from his Pokemon of course, it's likely that he will listen to her... The only matter that gives Shiva headaches is if she reaches him if he happens to crack somewhat in his eager to protect them all, which results in the wittnessed...let's call it 'unfettered state'.

I have a brief question: How much XP did my Togepi get from fighting Wurmple. I know it can't be much, but I still like to know for book keeping purposes! That, and I would like to see if its possible if I can't sense Lumen's emotions with Ventus' empathy. I didn't think to do it before, but now that the attention is off him, Ven can now concentrate on that task (At least, that is the justification I will give for forgetting such a simple thing...)

Togepi can have 1XP and Ventus 1Xp. Soon he'll be beyond getting a challenge from such a wimpy Pokemon! But it was a type disadvantage for him.
