It definitely is.  Look at Scylant from Smogon's 1st CAP project, or Frosthra in Uranium for example.  Two completely different playstyles, both absolutely destroyed by Stealth Rock

Pre-Evolution 160x160 - Battler
BumbleBrr frequently bumps into trees or large rocks to keep icicles from forming on its body, They extra collection of the ice makes it difficult for BumbleBrr to fly.
