Yes, you could level Dex from 2 -> 3 for 20 EXP. And since you have a rather low accuracy pool and kinda low initiative, I'd highly recommend doing so. For reference, getting to an accuracy pool of 8 on your moves would put you around Nathan's current level of battle capability (I intend to increase some of his stats soonish, though, so he'll be pulling ahead again fairly soon). You could also spend 16 exp on a level in Fight or 6 in Brawl (or Canalize, but most of the moves you're using have used Brawl so far) to up your accuracy a little.
Should note that Caluncher learns Water Pulse without a TM for 34 exp. That's decent for a 4 power move, particularly when it's your strongest attack. I agree that Swords Dance is a nice choice too, though.
Training sessions technically reduce a move's cost, but in this campaign, we just treat it as normal exp since tracking it for individual moves is a bit of a pain. You'll have to do a couple training sessions before you see any gains greater than 1 EXP though. Oh, and here's a tip: since you have a Black Belt on Rose, if you do a training session involving a Fighting move/technique with the Black Belt as an aid of sorts, you'll get an extra die if a training roll occurs. Bit of a house rule there.
Mach Punch and Torment would both be interesting options on Rose imo. Though do note that using Torment effectively will require you to put some more effort into raising its accuracy pool by putting points in Dex, Fight, and Intimidate.
Assurance is a weird case of a move. In Pokerole, it acts like Revenge, which is the complete opposite of how it works in the games. And in some of the Mystery Dungeon games, it acts like Brine instead because its mechanics in the main series are weird to implement there.
Well, about level up Fight or Brawl it will be a little complicated since I have only 15 xp for now. Just 1 one xp to level up Fight or Brawl. And assurance its because Axew mostly powerfull moves have cost a little Xp, and I like to have diferent types of moves to use, since this brings more divertity to attack. And about teach Clauncer Water pulse, its because I can learn with no problems with a TM and I could expend the XP with other moves.

I imagine Heart hasn't spoken up about much so far if he's there (or asked Sheldon his questions before Nathan finished his conversation with Dagny), which is why Nathan hasn't noticed he's there yet.
Nathan's probably started saying his piece on the vines before anyone else could really voice their opinions on the matter. Though I'm sure after everyone in the crowd heard he was talking with Dagny about that topic, they're not going to say much until Nathan's said what he needs to...

Not super complicated. Dex, I highly recommend for sure. Brawl, you only need 6 exp to get from 1 -> 2 (12 from 2 -> 3, etc). So you could spend 20 on Dex, 6 on Brawl, leaving you with 9 (get another 9, and you can get 1 more in Fight, too). And then your Brawl based moves will have an accuracy pool of 7, which is way better than 5.
Also worth pointing out that Swords Dance is a TM too, btw. And technically, any move Iron decides is a TM, can be a TM. Good ol' GM discretion is great, right?
Nothing wrong with teaching Assurance, as having a Dark move will benefit Axew a lot (only Fairy types are going to give him any real trouble after he learns Assurance, and he can always pick up Slash or a TM/tutor move of some kind for those). Just commenting on how weird it is in Pokerole, since it's doing the exact opposite of what it should be doing according to the main series game (doing more damage against foes that are wounded already). That's why Windos ruled we were using the Brine variant from Mystery Dungeon in the Celadon campaign (cuz Weavile has known that move since the start of that campaign).

I would place a good bet on 'Interestidly' and 'A Match Made by DISCORD' , based on what is known about either Pokémon! Both species are rather eccentric, so any sort of interaction with them is bond to cause some form of commotion!
