Either Dagny wants to make absolutely sure Braixen goes down before he does too much damage while also trying to break Vaporeon's defenses...or she's choosing to not use her Magnezone so Shiva still has a reasonable chance to pull this victory out of the bag...he's not sure which one it is...

Good question. Charmeleon has his hands on the seat in front of him, gripping the metal so tight it is in danger of melting. His tail flame is blazing in sympathy with Braixen and in anger at that Excadrill.

Gym Leader Dagny vs Shiva Round 8
Ember
(5)(2)(1)(1)(4) A powerful but wild blast of fire clips Excadrill's claw!
(3)(1)(1)(4)(6)(3) Excadrill takes 2 dmg 7/9hp
Burn: (5)
He carefully levels one claw at Braixen, aims with utmost care, opens the claw, and fires a glob of mud out of it.
Mud Slap
(2)(2)(4)(5)(6)(3)(5)(2)
3 Str + 1 power + 1 stab = 1d6
(5) Braixen faints.
Can Vaporeon, with only minimal pain, take on Excadrill with the lead Braixen has bought her?
In the stands, Charmeleon raises one fist toward the steel sky and snorts a little fire.

Not that surprising for Nathan, really. He'd figured Excadrill had been the one who'd taken Charmeleon down a peg before.

Nathan's quietly brought his hands together and is resting his chin on them. Watching. Waiting. Both quotes have their good and bad points...maybe Shiva will prove one of them can work sometimes, even in a case where it usually doesn't...

Gym Leader Dagny vs Shiva Round 9
There were no words spoken from Shiva upon seeing how her magical fox gave his everything into the last Ember, managed to hit the mole's claw with it, then staggered and eventually fell onto his knees as he was forced to catch up his breath, put his basswood stick away into his bushy tail and simply end this fight for him for the time being - but how he was smiling in pride as he panted spoke actually enough already. How she gave the Pokeball registered to her fierly fox a faint kiss after she recalled him into safety + rest and before she packed it away said enough as well. Fox didn't wanted to disappoint this young faelike woman that came to his den one starry moonlit night with a book and food, and by all means, he didn't.
Vaporeon has been summoned to the field again, chriping as she knew this will be so sooner or later! Eeek, but the last time she was out against that Probopass she sent back to the magnetic fields a Healing Maschine may or may not have, the air was not so....warm. Ugh - better have a light snack before leaping forward and face that mole with the menacing claws, so from somewhere, the waterly Eeveeluption conjured up the Oran Berry Shiva has given her before the battle ("I'll give you back this precious crystalclear water afterwards then, okay? I won't just drink it or use it to water my Grass Types, so please trust me on this... and don't ya give me such a loook please, play with this Destiny Knot instead!"), and smacked it a meter up in the air with her mermaid tail only to catch the berry again with her teeth, after two heartfelt bites the berry was gone and Vaporeon was fred from her former pain! 7/8hp, same amount of HP left as Excadrill.
Oh, and the pile of water has been opened by Dagny again, Vaporeon dives right into it, how she has been locking forward to do this! From here she has an ideal spot to cast pulsing waves of water on her foe.

Accuracy Roll Acid Armor! 1: 3 Dext + 2 Survival + 2 Nature - 3 Actions = 4d6
Effect: +2 Defense for Vaporeon.
Secondary Effect: She's becoming translucent, a cool and interesting view.
Accuracy Roll Water Pulse 2: 3 Dext + 2 Fight + 3 Channel - 4 Actions = 4d6
Accuracy Roll Water Pulse 3: 3 Dext + 2 Fight + 3 Channel - 5 Actions = 3d6
Damage Roll: 3 Strength + 2 Power of the move + 1 STAB = 6d6 + 1 autodamage due to SE.
Additional notes: There are 3 CD to confuse Excadrill. Any Steel STAB moves he might aim at me are NE on Vaporeon with her pure Water Type.

Gym Leader Dagny vs Shiva Round 9
Acid Armor 1
(4)(5)(3)(2)
+2 Defense! What a tank.
"Excadrill, take this time to optimize your own battlefield!"
Sandstorm 1
(5)(6)
A sandstorm brewed! While Vaporeon is underwater, she will get a damage dice rolled against her rather than an automatic damage.
Water Pulse 2
(2)(1)(1)(3) Ah, with all that dust blowing about, Vaporeon is unsure where to aim!
Earthquake 2
9 dice -1 pain -4 actions = 4d6. The water does nothing to protect Vaporeon from this attack, as the entire room shakes and the horrid dust mixes with the clear water!
(4)(2)(3)(5)
3 Str +4 power + 1 stab + 1 sandstorm -6* vit = 3d6
(5)(2)(6) Vaporeon takes 2 dmg, her thickened hide protecting her relatively well. 5/8hp -1 pain
Water Pulse 3
(2)(6)
(6) Excadrill takes 2 dmg5/9hp -1 pain
Confusion: (5)(4)(6) Excadrill is confused!
Insight: (5)(4), since Excadrill cannot exactly see his opponent. Then again, it's an area attack, so failure won't mean missing.
Earthquake 3
(6)(5)(6)
(1)(2)(2) Whoa, no damage! Lucky Vaporeon.
Sandstorm: (3) No damage to Vaporeon thanks to the pool of water.

The researcher was also startled by Dagney last bastion of choice, as he would have expect her to bring out her galvanishly golden Magnezone to electrify his most blessed friend's Pokémon and secure her victory, but it appeared they had a different strategy in mind than 'sweet sweeping' , as his brother would term it.....
He's also keen/swift to pick up on Charmeleon's rapidly escalating temper as they gazed upon the metallic mole and Nathan's comments to it, shotting them a sideways glance with a neutral, thoughtful frown on his face......before nodded his head in agreement (more to himself than to the boy) and turned most of his attention back to the fight at hand. So long as they had the fiery lizard under control and not liable to start smelting all the Steel around them, it wasn't his business or responsibility to intervene. 'Goodness knows how that would turn out; knowing him, I wouldn't doubt he'd take any aid I offer with contempt or indifference in the fell mood he's in......'
Braixne's bombastic yet woefully/regrettably underpowered finishing Ember and subsequent dispatch by Excadrill did made Ventus wince a bit in sympathy and worry, before Shiva fairly quick recovery and mixed assault tactics with Vaperon brought back his optimistic cheer once more! "Hang in there, Shiva! Endure their tectonic onslaught, and prove yourself the victor once and for all!"

"Indeed. You have too status and defencive abilities with your pokemons, like Me First, and Protect from what I can remember from the fight in the Cavern. I would like to fight you when got the chance. But Shiva have many types of suport abilities in her hands, even more with the move Ice Beam, becoming a even more powerfull Dragon Slayer. Yep. Koa will need to be more careful then ever against her fairies when I battle against Shiva."
Heart was quite impressive with the perfomance of Shiva in dealing with no problems against that Delta Porygon. "What I have say? I knew it Shiva would beat Porygon very well. She is the best dragon slayer we know."
But Heart smile became a more serious face when Dagny bring Excadrill to the battle. "Man, now that gonna be a tough battle. If I remember well, Excadrill have 8 resistances against Normal, Fly, Psychic, Bug, Rock, Dragon, Steel and Fairy, 2 Imunities against Poison and Eletric, and 4 weakness against Fire, Water, Ground and Fighting if I remember correct. What a monster! This gonna be a tough battle for Shiva, even with now the type advantage about Vaporeon. And if Excadrill have somehow Sand Force to increase the power of Ground, Rock and Steel moves or Sand Rush to increase speed...Vaporeon might have problems, since they will fight stronger Ground/Rock/Steel moves or fight against a quick Excadrill...and with this Sandstorm he will have problems to see her oponent. This is 50% to 50% battle to both sides...But I believe Shiva can fight against it, if she made the right moves."

Gym Leader Dagny vs Shiva Round 10
Both Pokemon on 5hp left -1 Pain, while Vaporeon has +2 Defense and the benefit of hiding underwater and goes first against a confused Excadrill.
Using that pool of water on the battlefield that Dagny probably uses to counter Fire Types she has seen in every shape and color by now for her own benefit instead seems to have turned out as very correct decision, as it gave her Vaporeon not only partial protection and increased durability but also went rather well after a Vaporeon's nature and the eager of her one's to play mischievously and clever! That earthquake was still painful to her as the waves could not protect her from it - ugh, it even covered the formerly clear water with a thick layer of nasty dust particles! If she'd know Muddy Water though, this would be perfect. She doesn't though, and simple hiding away from the ragging sandstorm turned out to be a strategy that could work! Still have to clean and brush her waterly Eeveelution later to remove all the dust that stuck to her and her own hair as well.
Yes, Shiva has also noticed and heard how Ven supported her loudly. Caused these warm feelings emerge again, these that have nothing to do with the heat her magical fox created on the field mere minutes ago, a slight pity that he couldn't see that faint smile she casted before she brought the battle her undivided attention again. Vaporeon was happily submerged and ready to break through the water surface to hit that mole with more pulsing waves of water any moment, as far as Shiva could tell. "That's exactly what we'll do, Vaporeon. There's not much missing anymore, so hang in there, dear one!" It was only detectable between the lines, but there was clearly some sort of nervous, almost anticipated tension within Dagny's challenger. Either of them could still turn the battle to their favour. Shiva was not fully used to such battles yet, but this felt...good.

Gym Leader Dagny vs Shiva Round 10
Dagny indeed heals the confusion, waiting until right before Excadrill's first attack.
Water Pulse 1
(1)(2)(5)(4)
(4) Excadrill takes 2 dmg 3/9hp -2 pain
Earthquake 1
(4)(5)(3)(2)
(6)(6)(5) Vaporeon takes 3 dmg 2/8hp
Water Pulse 2
(3)(6)
(4) Excadrill takes 2 dmg 1/9hp -3 pain
CD: (5)(5)(4)
Earthquake 2
(4)(2)
(4)(1)(3) Vaporeon takes 1 dmg 1/8hp -3 pain
Not enough dice for Water Pulse 3.
Earthquake 3
(1)! Excadrill is too weak to start a proper Earthquake!
Even Dagny's control is tested in this incredibly close battle. Sandstorm could end it all right here. The Gym Leader has levitated forward all the way to the edge of the reinforced glass, her hands pressed up against it.
Shiva is probably holding her breath, waiting for Vaporeon to surface. The wait is very long. Is Vaporeon OK? Shiva starts thinking about performing an emergency recall of her wounded, possibly fainted Pokemon...
Sandstorm: (2)
...when Vaporeon reappears above the water! She's incredibly weak and tired, but Excadrill is breathing really hard too!

Gym Leader Dagny vs Shiva Round 11, Final Round!
When Shiva has entered the Gym alongside her newest Psychic Type, Ventus and Heart as well as following Nathan who has already moved on to the Gym alongside his Kirlia and Formeo and ended up relying on Shirley's gentle help to even find the challenger's area, she would have never thought how close and intense her own battle against the Steel Wonder would turn out to be. She was nervous about even attending the battle, fearing how she'd fail spectacularly against the cold steel and strength Dagny was, constantly telling herself how she sould still cancel it all together - when a different voice whispered to her more than once that there's no return. The moment she saw that Gym as the group arrived in Stair City with all its trailtracks and a Metagross, she subliminally KNEW she'd have to enter it one day or the other if she wanted to become stronger, if she wanted to not just stand there in the background behind the natural battlers forevermore but do something against it. ...But what does define a 'strong Trainer', actually? Does not backing down in such situations/issues count to it?
Whether it does or not, it was undenyable that this battle, while it had a weird positive feeling about it, was stressing Shiva. It's easily the most meaningful battle she's having since she'd been dealing with Pokemon! She's nervous, anticipated, worried and indeed holding her breath after another earthquake shattered the battlefield and the pool of water containing her Pokemon, delighted to bits that she has reached that far at all, fearful, somewhat exhausted, somewhat warmed by the other's support... Her hand with Vaporeon's Pokeball was trembling as she was already drawing it to emergency recall her Vaporeon.
...an emergency recall that wasn't necessary at all! Immediately, Shiva was back in this game of who will fall first, her waterly Eeveelution or Dagny's steely mole? Hand was still trembling as she packed the Pokeball away for now, and similar like Dagny she has come as close to the glass as it allows, touching the glass lightly. "You're still able to fight, Vaporeon, thank you... Just, thank you. I know you're tired and pained. Your foe is too. But we have reached this far... please end this with a powerful blow, GIVE EVERYTHING YOU CAN BRING UP. Here is your chance to play tricks with your foe, the trick of fainting them against all odds!"
Vaporeon took one last deep breath, then suprisingly agressively leaped forward in the pool of water, aiming for Excadrill!
-----------------
A Will Point is spent to make Vaporeon ignore that -3 Pain here, get that mole!
Accuracy Roll SINGLE WATER PULSE!: 3 Dext + 2 Fight + 3 Channel -3 Pain = 8d6
Damage Roll: 3 Strength + 2 power of the move +1 STAB = 6d6, +1 autodamage due to SE.
Additional notes: All the move has to do is hit! If Dagny evades a move with an Accuracy consisting of eight dice, I'd be suprised. Oh, just in case there are 3 CD to confuse Excadrill again as confusion has been healed.
