Miltank immediately attacks. It was already curling up into a ball when Shiva got within sight, and now it has a target for a Rollout move! It also has the unfair advantage of the hill, with Shiva at the bottom!
Miltank will get a bonus to Initiative if battle joins and starts out with Defense Curl active. There isn't much time to react, either - running, dodging, or summoning Pokemon are more likely to work than negotiation, at least until next round.
I will note that the Miltank didn't look angry or anything, though...maybe just a little Scrappy.

This Sandshrew is a pretty good encounter for Nathan, 'cause as he gets close he notices its hide seems to be made out of the gray bas-relief bricks of historical scenes that are so beloved in Cress City! Oh, and it's also shedding glimmering scales at it walks - IT'S SHINY! In the old Gen II style, a gray Sandshrew.
Nathan isn't sure yet what type it is. Ground is a possibility, because it is walking near its hole, with frequent glances around to make sure everything is safe.
Stealth: (6)(2)(4)(6)(4)(4) (2)(5)(5)(6)(1) = 8 successes
2 Insight + 4 Survival + 4 alert
(6)(4)(4)(5)(1)(5) (1)(3)(2)(5) = 5 successes.
With supernatural grace brought on by his holographic Badges, Nathan sneaks up on the wary Sandshrew. You can make a free attack, though if you're summoning a super non-sneaky Pokemon I might reroll. I think only Carvanha would qualify from your current party.

Oooooooo! A steel grey Sandshrew! Cool! I've always liked the look of the ol' gen 2 shiny version of the species.
So, as for the free attack...would a Hypnosis from Gallade be acceptable?

Perfect! Followup time! Solosis comes out next to use a Confuse Ray and a single Psywave! With only 2 Insight, that Sandshrew isn't waking up any time soon, particularly if it's not super fast. Maybe in a few Rounds with the new (read: correct) Sleep rules.

Nothing you can't identify/already knew, though there may be things you had never seen pictured before such as the famous outpost towers of Sarimanok or the treasures looted from the upper layers of the Ruins.

Eeeeeeeeeekkkkkkk! Shiva can't help but to stop right away, turn pale the moment she notices that the Miltank was already prepared to attack whatever poor soul got into its viewpoint, and let out a high-pitched and startled cry as that Miltank was also COMING FOR HER! Yes, she was interested in getting involved into a battle with this wild cow - b-but she wasn't prepared for it starting right away before she even had a chance to do something or say a single word of greeting! The good point was that due to the assault her concentration was right here, the dreadful thoughts and pondering quickly vanished. No time to feel bad about herself now if she doesn't want to get hit!
In desperate and a noncharacteristic awkward movement Shiva made a heartfelt leap to the side in the hope to get out of Miltank's range, Kyuu took one as well from her shoulder - accompanied by a sharp hissing he went for that wild ball of a cow, ready to sink his claws into it. To show that he's serious, he bristles his dark-blue fur and GLARES at it also.
Accuracy Roll Kyuu's Fake Out 1: 4 Dext + 2 Fight + 2 Brawl - 2 Actions = 6d6
Damage Roll: 3 Strength + 2 power of the move, no STAB = 5d6
Additional notes: +1 Priority for this move, hopefully bypassing Miltank's bonus!
Accuracy Roll Kyuu's Leer 2: 4 Dext + 2 Fight + 2 Intimidate - 3 Actions = 5d6
Effect: Lowers Miltank's Defense by 1, nullifying the Defense Curl.
Secondary Effect: This move too has +1 Priority due to Prankster Ability! Kyuu shows that he and his battle companion mean business.
While the psychic cat was doing his best to prevent the cow from rolling over Master, the Ball that was already prepared in Shiva's hand gets tossed in a rather swift manner, out from it comes Nightshade, her dear cherry blossom! She's currently closed to preserve her energy but quickly picks up that there's an opponent - a pink and black rolling ball not looking at all like it could be a bird - so she took a stance displaying that she's ready to show off some of her powers now that she has evolved under lovely Master's care. Was about time for some training!
Shiva regained some comfidence and calmed to a degree now that she got her two battlers out, eventually she gets back on her feet again, throws a quick "Good move, Kyuu!" to the cat before turning to Nightshade. "Alright, dear one.... I've promised you that you'll get the opportunity to show me what you can do now that you're a Cherrim, s-so here it is! You know what to do... I'm tired of the rain. Let the sun shine, bloom up in its rays, and then seed your foe to sap the energy." Though in between the lines, Shiva was still startled, maybe she'd try to get the Miltank to listen to her at first before continuing this battle - she can't help a curious smile to see Nightshade's newly awoken skills.
Accuracy Roll Nightshade's infamous Sunny Day! 1: 4 Dext + 3 Survival + 3 Nature - 2 Actions = 8d6
Effect: Summons sunny weather for 4 Rounds, ending the drizzle!
Secondary Effect: Will cause Nightshade to open her blossom and activate Flower Gift Ability, granting her and her allies +2 Strength and +2 Vitality = 5*Strength and 6*Vitality!
Accuracy Roll Leech Seed 2: 4 Dext + 2 Fight + 4 Channel - 1 reduced Accuracy - 3 Actions = 6d6
Effect: Seeds Miltank, every end of the Round 1 dice is rolled to see if 1 point of energy is sapped.
Secondary Effect: Makes using Roll out harder due to the seed's vines?

Woohoo! The murals make this Sandshrew extra interesting for Nathan! He's likely a keeper. To the PC he goes for the time being, though. The excitement is definitely a welcome distraction from the constant sense of dread.
How much exp was earned from that encounter?

Natu rotates a small wing to point at the base of the tree. Heart can definitely see that zigzag pattern as long as he concentrates.
Whenever Heart stops paying attention to Natu, the Pokemon rotates so its beak is pointing at either the Skull Ruins or the southwest.
