Outrage is indeed a TM in LGPE. Whether that counts is up to Iron. They're technically canon games (that pull alternate reality shenanigans to differentiate themselves from the other Kanto games), but LGPE doesn't have move tutors in it, which is why typical move tutor moves ended up being TMs in that game. Of course, we've also had a Signal Beam TM show up in Creshire, which is definitely not a canon TM...
SD for Koa is totally an eligible pick.
Draco Meteor is still a move that you need a special move tutor for.

Me thinks you should stick to getting that Extra Beldum and the Thunder Stone, as those can improve your current Pokemon more than the Moves you suggested. Heck, Koa already knows/can learn Dragon Dance to my knowledge, as well as Sword Dance and Outrage, so you don't necessarily need TM/Tutor Support for them.
Getting immediate access to those moves is tempting, but patience can get you them just as well.

This just occurred to me, but does the Mist Lord in anyway react to Terra having a tiny Genesect following him around Obediently? Right now I'd say my chara is too distracted to try and hide her/their existence (as well as it being too late to do so, most likely), so they have the opportunity to respond to that however they may.
I'm also curious as to why no-one but myself and Phantom (and Spira, shorta) have really responded to the post clone fight situation. Thought I'd be the last one to do so, but nope, I'm not, strangely enough.

It's mostly just something I'm finding a little ironic, and thus I find the situation 'funny' since it's not what might have been initially expected.

I've been spending the evening relaxing and enjoying my downtime while I've got it. Been busy at work, and I have tomorrow off, so I'm taking advantage of my free time while I've got it!
Also doing a little brainstorming for my next post. It's probably gonna be kinda long (not as long as Spirit's story post, but long and involved enough that I need to think about it a little). I'll get to finishing it in a little bit.
