The PTC does trade time, via it they could send Pokemon back and forth. Now then - how did the people in earlier days communicate with one another over long distance, prior the era of phones and the internet? How could she stay in contact with her parents in Castelia City without having to worry about the unstable connection from Chreshire; or with Ventus without disturbing him or catching him at an unfavorable time...?
....Of course! A sudden flash of insight enlights her mind, she visibly perks up and faintly gasps - very swiftly Raphael is summoned to Shiva's side, he'll play messenger pidgeon. He coos in a questioning and mildly worried tone to her as she rather hasty rummages in her belongings in search for something before writting something and offering it to him to pick up and hold. "Raphael, dear one... You're assigned with an important task as I'll send you over to Bill to deliver this message here. It's important that you do, wait for him to give a response before returning to me. Alright? Please, don't worry too much - concentrate on what I have asked you. Now, back into your Ball."
In short, that means Raphael is swapped for, whatever, Azumarill to deliver a mail to Bill, if he oversees any trades personally he 'll notice the Togekiss. The message Shiva does bring to Bill is pretty uch as stated earlier, something along "Bill? Yes, Shiva here... If all is working as it is supposed to, you've received this message without problems. Lurch caught us, I don't know in what time we've ended up - somewhere in the past is all I can safely say. We're all okay at the moment. Please, tell me: What's going on at your side? Raphael is asked to wait for a response from you, just give it to me and he'll bring it to me. Hope to hear from you soon!"

Given that Nathan has higher Strength than Heart, Heart won't be able to hold Nathan down. And Nathan's completely serious about what he's saying.
I've more or less said what Terra thinks/does in response to this situation, but just to reintegrate/recap/elaborate on in one post...:
- He more or less concisely agrees with Heart, though not for the same reasons, since he knows/understands zilch about Time Travel Rules or Paradoxes, but knows that Nathan running off alone without asking for help is too reckless + dangerous.
- When Nathan actually explains what he wants to do and makes it clear he's not going to let anyone stop him, Terra frowns at them before slowly nodding their head and stepping to the side, letting them charge ahead unimpeded. Its clear he's irritated about being ignored and their decision, but lets them do so anyway because he doesn't object to the idea of helping someone out if they need it and Nathan's tough/speedy enough to do that well. Since they DIDN'T request help and because Terra recognizes the boy as highly competent, he doesn't follow after them to help, as both those things imply that they can handle things on their own. Plus, he still had Geodude, Heart and Shiva to look after, and he can't very well leave them unguarded like that!
- Heart deciding to join up does much to alleviate his worries/doubts about Nathan's choice since they have backup now, and so they wish the collector good fortune in battle and send him off with a tentative smile. His own feelings about more of the group putting themselves in danger is somewhat displeased, but since it's no longer a solo effect on either Nathan or Heart's part, he can't really be mad/remained disappointed at their heroics.
Well, unless they end up getting creamed, in which case he'll very much have a reason to be cross/fraught with concern over them!
- For now, he's not going to help either Heart or Nathan out, unless they are looking like they are seriously losing and about to get into a bind, in which case he, Anubi, and Shiranui will be entering the fray to bail them out. Shiva and Geodude still needs to be looked over and protected since she decided to stay out of the action, after all! Speaking of which....

Upon his brief investigations revealing the Fairy Trainer in such a deplorable and unbalanced state, Terra quickly become deeply worried for her wellbeing. Ven told him how delicate his mi amore could be, but experiencing the reality of it himself was far more unnerving than he thought.
Despite his immense concern for her wellbeing, the mountain of a man by and large outwardly appeared to be calm and stoic, save for a slight crinkling of his eyebrows and squint of his eyes. In the face of such situation of emotional upheaval and crisis, he had to remain strong and composed, least he invariably end up fueling it to greater extremes....
He doesn't entirely believe her when stated that she's 'fine' - not with how shakily she said it and her exhibiting clear signs of fear - but he doesn't push her on the issue, instead nodding his head and gently pulled her up and next to him with one hand. Then, he place his other hand on her shoulder, and spoke.
"I am here, Shiva. So is our Pokémon. You will be safe and....taken care of. Promise. So.....calm down, and do not worry. Okay?"
His tone was one of calm reassurance and certainty, which coupled with his near perfect composure gave off the appearance that all was well in hand, or going to be soon. Which, from a overall perspective of things past and present, it was! So no need to fear, for everything will be alright soon!
As for his reaction to all her fiddling around with her PTC and trying to get in touch with Bill, he's mildly intrigued and curious about it all, but doesn't voice his thoughts nor interfere, instead leaving it all to her while he did his job of keeping watch with the Pokémon/being her support. He hardly understood anything those cutting edge contraptions besides that they were unwieldy portable Trading Machines, but he did understand how to protect someone EXTREMELY WELL, so that is what he choose to focus on!

You won't get this response until after the battle. Bill can trigger a trade request with you from his side of things to return Raphael for Azumarill.

It would help my research if you could include, in your mail, how long it's been since your last communication. For example, it took me about 180 seconds to send this mail to you. The 2 trees are still on fire. There's one Chupacho Pokeball sitting on the tractor, 2 fainted ally Pokemon, and 5 fainted Electabuzz smoking slightly. The umbrella, strangely, is undamaged. The pipe is bent, the branch is snapped, and the timothy hay is very trampled and damaged.
Terra's charges are all unharmed.

First Spira goes to his fainted Slugma and uses his only Revive and recalls it, he then picks up the Pokeball with the strange creature in it. He then directs his attention to the two people that helped him. He walks up to the kid that used the Gallade and the man with the strange pokemon that appears to be a rock-type. "Thanks for your help there. Who knows what would have happened if you hadn't come." He reaches his hand out to the duo, "The name's Spira, how about I whip up some of my Gastly Stew as thanks."

Terra's support and assurance that all will be well, that he's there with her and even promised that she's kept safe no matter what is very appreciated, she non-verbally thanks him for the aid by gifting him an honest (yet due to her worry weak) smile before she returns to fiddling with the PTC on her wrist. Once Raphael is sent over and Shiva does feel like she has done whatever she can and can now only desperately hope and wait for an answer from Bill, she calms a little more.
Though she doesn't openly dare to glance over to the battliefield where Nathan, Heart, the Stranger and a horde of Electabuzz rage, too big is her fear of what she'd end up witnessing if she risks a look. Call her a coward if you like and while it's true that Shiva is working on her own bravery and selfconfidence, she currently feels much better to stay out of things and not risk anything - this mindset is emphasized upon the flash of a devasting Discharge washes over the field, in startle Shiva ends up leaning into terra's hand on her shoulder. Given that the others are a bit more experienced in battle anyway, she's insecure how she would be a help at all! She's also making sure that Dizzy remains by her side and doesn't run off to aid in the fight.
Some seconds after that, Raphael returns to her for Azu, and upon being summoned he shows Shiva in pride that he fulilled his task by offering her Bill's response.

At the moment she doesn't have anything to respond, so no trade request is given from her side and Raphael stays with her, though it's as sure as Cottonee's hidden prankful nature that Shiva will update Bill if something happens.
Now that the battle has ended and Shiva actually CAN risk to look over without massive concern, she boldly does so: Though what she ends up spotting was almost just as scary as having witnessed the fight.

Yet she doesn't dare to come close, but in a flash of white light a waterly Eeveelution is summoned and pointed towards the burning trees. "Vaporeon, dear one, extinguish the fire with some well-placed Water Pulses please. Don't stop until it's safe that it doesn't rekindle." An eager chirp later, Vaporeon darts off to do as requested.
I don't know if Nightshade could restore a bit of the damage the timothy hay took, maybe with Nature Power?
Shiva does gaze around now that things can be patched up, and the first thing she spots are a fainted Gallade (which, if needed/nonelse does, she'll offer to unfaint with one of her two Hurtloams) quickly followed by an battered umbrella who's looking weirdly well for being caught up in this chaotic scene. Humm... If it's safe to so, she'll approach and investigate this umbrella, trying to check whether there's anything 'unnormal' or 'special' about it at first by her eyes, then senses, then touching it - somehow she feels like there must be something curious about this item.

After such battle, Heart was very tempt in capture some of that Electabuzz, but show his pokeball of the future would be very dangerous, even more they are in the past. He aproach the person called Spira and talk. "Nah, dont sweat about it. We already get use it to such things. Battle and all. We have show thats Electabuzz who is the true Bozz here! Yey!" Heart awoke his PUNisher side once more. "Get it? Electabuzz? Bozz? Anyway, its a pleasure in meet you Spira and see you are okay." Heart didnt tell his name yet since he still dont want to create a paradox in the timeline. "Let me help youre Shuppet a bit. Viktor, could you give for a second you Leftovers for a bit? Also, can you do something about the trees?" Then Heart take the Leftovers and give to Shuppet for a short time. "This item will help slowy heal your Shuppet. Dont forget to give me back later."
